VI International festival of visual arts of Finno-Ugric peoples «TUYVEZH» (Crossroad) (further – festival) is held in 2019 under the aegis of the theatre Year in Russia and the International year of indigenous languages, announced by the UN, with the support of the Ministry of culture, tourism and archives of the Republic of Komi and the Ministry of national policy of the Republic of Komi.
The festival organizer is the Komi Republic autonomous institution «Komikinovideoprokat» (further - KR AI «Komikinovideoprokat») 167983, Russia, the Republic of Komi, Syktyvkar, township Dyrnos, 94, (further – Organizer). Autonomous public institution of the Komi Republic «Finno-Ugric ethnocultural Park» and the branch of the State Russian house of folk art name V.D. Polenova «Finno-Ugric cultural center of the Russian Federation», the Municipal autonomous institution of culture «Center of leisure and cinema «Oktyabr» of the town of Syktyvkar».
GENERAL FESTIVAL REGULATIONS
1.1. The Festival Purpose – promotion of works of film, TV, photo – arts both in the Finno-Ugric community and in Russia and other countries.
1.2. The Festival objectives are: to elicit more attention among the international community to the Republic of Komi as a unique region with a rich history and culture; to establish interregional and international links in fields of culture and arts of related peoples; to increase the investment and tourism attractiveness of the region.
FESTIVAL PROGRAM
Festival program is made up of the following nominations:
• Short documentary film competition (30 minutes maximum) among professionals
• Short documentary film competition (30 minutes maximum) among amateurs
• Short feature film competition (30 minutes maximum) among professionals
• Short feature film competition (30 minutes maximum) among amateurs
• Short animated film competition (15 minutes maximum) among professionals
• Short animated film competition (15 minutes maximum) among amateurs
• Social advertising and music videos competition (5 minutes maximum)
• Short TV movie competition (30 minutes maximum)
• Short ethnographic film competition (30 minutes maximum)
• Photographic competition (10 works maximum from one author)
The Festival calling card is separate competitive program in the nomination «Tourism» carried out within the support of the International year of indigenous languages, announced by the UN. Video- and photo works vividly describing the tourism in the Komi Republic and promoting tourist routes of Komi region are accepted. Also Festival participants are proposed to blog and to keep a diary (publications of videos and photographs with comments about Festival work at various Internet resources) during Festival (p. 5.6). The contest among these publications will be held in the separate nomination «The best blog about the Festival» - the most interesting publication (video/photo with a text – comment) reflecting a positive and appealing image of Festival, aimed to promote it.
3. FESTIVAL ORGANIZING COMMITTEE
3.1. To organize and conduct the Festival the organizing committee is created by Organizer (further – Committee). It consists of representatives of the Ministry of culture, tourism and archives of the Republic of Komi, the Ministry of national policy of the Republic of Komi, the Ministry of education, science and youth policy of the Republic of Komi, public associations and other structures participating in the Festival organization.
CONDITIONS FOR PARTICIPATION IN FESTIVAL
4.1. Festival is a non-profit event.
4.2. Professionals and amateurs of cinema and photographs from different regions of Russia, Finno-Ugric and other countries supporting the main ideas of the Festival and desiring to promote Finno-Ugric cooperation and film art in their regions can take part in Festival without any age limits.
4.3. The works created by professionals and amateurs from 2014 to 2019 may be accepted to participate in competition.
4.4. The cost of participation in Festival must be partly borne by participants.
4.4.1. The transport cost related to arrival at the place of Festival and return will be borne by contributing party.
4.4.2. Accommodation and meals for jurors from another town and invited Festival participants in all nominations except for nomination «Photograph» (two meals during the Festival) will be done by accepting party of the Organizer. Participants from another town – photographers participating in nomination «Photograph» will not be provided with accommodation and meals during the Festival. Such participants take part in absentia or completely at own expense.
4.5. During the Festival films selected in an elimination round and met all contest demands in clause 6.1 – 6.7 of present Regulation is allowed to compulsory demonstration. The approval of the demonstration program is made by the Festival organizing committee.
4.6. In the Festival arrangement some changes are possible. They are published on the Organizer site exactly on the day of the decision about these changes and announced to all Festival participants having applied for the competition.
4.7. The Festival participants themselves follow the news and the Festival program on the Organizer site.
4.8. Information about the outcomes of the jury and winners’ selection will be announced at the awards ceremony.
4.9. To apply for participation in the Festival include the applicant agreement with the rules of the Festival carrying out.

4.11. Complaints about the carrying out of the Festival are examined by the Festival Organizer within a month from a date of appeal.
5. PROCEDURE FOR CARRYING OUT THE FESTIVAL
5.1. To participate in the Festival it is necessary to send an application form (attached) with works saved in format DVD or AVI and/or photographs in high resolution in format JPG or CD on a disc to the organizing committee from 15 April 2019 to 4 August. The application form is available on the Organizer website in the section «Competitions and festivals».
5.2. The first round is an elimination round held by the organizing committee from 5 to 15 August 2019.

5.4. The application is registered by the Organizer within 1 day from the receipt and given a sequence number.
5.5. If the application is met all demands from paragraphs 6.1- 6.7 of the present Regulation, the notification to participate in the second Festival round no later than 20 August 2019. In another case the applicant won’t be notified. The information about the results of the first elimination round is placed on the website

5.6. The second round - the selection of winners in each nomination of the Festival is held by the jury during the demonstrations in the days of carrying out of the Festival in Syktyvkar from 18 to 21 September 2019.
5.7. The Organizer reserves the right to post according to the authors videos selected for Festival program on the Organizer website -

https://vk.com/tuivej for an Internet voting. The Internet voting will be held from 20 August to 20 September (till 12 am) 2019. The Internet voting in the separate nomination «The best blog about the Festival» will be held during the days of the Festival (p.5.6).
6. COMPETITION DEMANDS OF THE FESTIVAL
6.1. The working language of the Festival is Russian. Films created in a foreign language must have Russian subtitles or simultaneous translation. English subtitles in Russian films are welcome.
6.2. Competition works must meet the applied nominations of the Festival.
6.3. Quantity of the videos from one participant must not be more than three, photographs – no more than 10. One work may be applied only to one nomination.
6.4. The length of videos: from 1 to 30 minutes, animated film – maximum 15 minutes, social/advertising/music videos – maximum 5 minutes.
6.5. The works must be consistent with the purposes and objectives of the Festival, the sound and vision must be sharp, filming on tripod is desirable.
6.6. Each work is accompanied by an application (attached).
6.7. Works sent later than 4 August 2019 won’t be accepted.
6.8. Works will not be returned to authors. The organizing committee reserves the right according to the authors use the works and materials of application forms to create the collection of the Festival’s films for advertising purposes in preparing for the Festival, for completing a Festival catalogue as well as for promoting the tourism attractiveness of the Republic of Komi at Russian and international events tourism-related for non-commercial purposes (in case of such permission in the application form).
6.9. Expenses for the work's transportation sent to the Festival Organizer to the above address will be done by contributing party.
THE FESTIVAL JURY
7.1. The jury is created to evaluate competition works. It consists of famous statesmen and public figures, professional directors, actors, cameramen and scriptwriters. The jury is approved by the organizing committee.
EVALUATION CRITERIA OF WORKS
8.1. Accordance with the purpose and objectives of the Festival.
8.2. Adequacy of expressive means and art idea.
8.3. Originality, unexpected drama and script plans, author's position.
8.4. Integrity of the form and idea completeness.
8.5. In the separate nomination "The best blog about the Festival" the quantity of "likes", reposts, comments from web-users for the specific publication will be taken into account determining a Winner.
THE FESTIVAL WINNERS AWARDING
9.1. In accordance with nominations, winners will be awarded with diplomas and commemorative gifts at the award ceremony on the last day of the Festival.
9.2. The jury reserves the right to give out special diplomas out of the nominations.
9.3. The jury reserves the right not to decide the winner in one or some nominations for objective reasons that will be mentioned in the decision report with the formulation "competition did not take place".
